Twitter Blackout, Why it wouldn't work, what does it exactly mean?

I've been reading some misleading articles in the past few days, describing the new limitation that Twitter will implement on restricting and complying to other countries rules about freedom of speech.

What separates Iraqis are 3 thing:
1- Saddam Hussain , between an angel and a devil.
2- Religions "Gods chosen people" and the invalid valuation of other religions.
3- Sectarian claims of holding the right teaching of the religion.

I've been writing some stuff down for the past 5 months about how a reform of Iraq can go, hesitating to speak of, don't why exactly, maybe I think people aren't ready yet?

Iraq's Reforming process in not just political fair elections, or raising freedom limits on the people of Iraq.
Reforming Iraq needs and economical revolution also. A revolution that will lead Iraq right into the middle of the most powerful countries on earth, and attracts more business than ever.Because Iraq's place is at the middle of the G-20 Major Economics list. Because Argentina Which have defaulted economy is no better that Iraq for heck sakes !!
Simply put, Iraq has oil, enough to build up and set up a world class structure that could lead us to the top faster than the United Arab Emirates. That could be tributed to the long low production era from the 50's till our present day, and the amount of oil we can produce. 

Today, Iraq basically relaying on oil in generating income as we all know, some officials says it bases 96% of Iraq's income, while I can't imagine what are the other 4% are ? So from now up to the next 50-100 years we won't need any other resource to generate income for the country. That makes us a country can do 0% taxes in income to revive it's dead economics.

To elaborate more, Iraq should be a Tax Heaven.
